Local and National League Program Planning. In League of Women Voters parlance, "program" is a plan that sets out what issues the members want to study during the following year. In keeping with our non-partisan stance, we look at all of the aspects and both pros and cons. Members may attempt to formally take a position on which to lobby. Political agendas that are in the arenas of existing League positions also may come under scrutiny.

Summer Meeting - "Ballot Security and Voter Suppression". The LWVGT has joined others in voter registration throughout Pima County and all over the United States. The barriers for citizens to vote have been acknowledged by many Local Leagues. This topic was brought up in a planning meeting by members who wanted to know more about any voter suppression in our community and how protected is our ballot when we vote.

We will have two speakers who will provide information on this issue:

F. Ann Rodrigues, Pima County Recorder, will tell us of the outreach efforts made by her office to secure voting rights for registered voters. Barbara Tellman, former League Vice Chair, member of the Pima County Commission on Election Integrity, will share information about voter rights and suppression.

Please join us for this timely topic as we rapidly approach an extremely important November Election.

Mountain Vista Fire Department, 1175 W. Magee Northwest Unit. Campaign Finance - We'll hear perspectives from Suzanne Mesich, Assistant City Clerk, City of Tucson Public Matching Funds Program and Thomas M. Collins, Executive Director of the Citizens Clean Elections Commission, followed by discussion and questions.

Suzanne Mesich has worked in the campaign finance area with the Public Matching Funds Program since 1994. The City of Tucson's Public Matching Funds Program for candidates is the second oldest municipal program in the country. It was voted into place in 1985 and put into practice for the first time in the 1987 city elections. Since that time almost all candidates have participated in the program. Most notably, the only candidate who did not participate, and who went on to win his election, is Mayor Jonathan Rothschild.

In 1998, Arizona voters passed the Citizens Clean Elections Act revolutionizing campaign fundraising for statewide and legislative offices with a system that, for 15 years, has provided full public funding to qualified candidates who agree to abide by the Citizens Clean Elections Commission guidelines. Participating candidates gather $5 qualifying contributions from constituents who are registered voters, adhere to strict spending and contribution limits, and agree to attend required workshops and debates. The Act also established contribution limits for non-participating candidates and strengthened reporting requirements and Commission-enforced penalties for violations. The Act provides for voter and public education.

Please read the LWVUS Agriculture Study for more information.

LWVGT received the materials for the agricultural study in January. This study is the program for our March 15 general meeting. There isn't ample time for our members to adequately review the study. However, the materials are on our website at http://www.lwvgt.org and you can read them there. We will not follow a true consensus process since time is a factor. We are asking members to answer the questions that they can. Comments are most welcome. If you don't plan to attend the March 15 meeting, please plan to complete the questions and turn them in at the unit meeting to Carol W. OR you can send to LWVGT office.

Note that the March 15 meeting will last until 1:00 p.m. We will meet in small groups to go over the material, with Freda Johnson as facilitator. That meeting will be at the Main Library downtown at 9:30 a.m.
